Sarah Pavelko

Sarah Pavelko is Director of Development Services at the Detroit Economic Growth Corporation. She is an experienced real estate professional specializing in urban redevelopment, public private partnerships and finance. She has 10+ years of diverse industry experience in real estate and economic planning and implementation, creative financing, and neighborhood revitalization. A motivated project manager for multidisciplinary teams, Sarah has a proven record to administer and execute complex projects.

At DEGC, Sarah overseas a team responsible for facilitating real estate transactions, land assembly and disposition, and public investment projects. Serving as the lead project manager, Sarah facilitated the multi-agency team for the City of Detroit to bring the $740 million investment by Ford to Corktown. As part of a comprehensive, year-long planning effort for the East Riverfront District, Sarah oversaw the development of the economic and real estate plan. Throughout the City, Sarah has underwritten and facilitated various City and State incentives leveraging over $2.7 billion in private investment underway and planned for the City of Detroit.

Prior to joining the DEGC, Sarah worked in strategic planning, neighborhood and housing investment planning, creative finance and real estate management as a consultant and for the Southwest Detroit Business Association. She has assisted economic development organizations improve operations of their real estate holdings, create sustainable sources of funding, and design and implement new investment strategies with a focus on real estate development. As a strategic planning consultant, Sarah served as project manager of a multi-disciplinary team on the development and implementation of the 0% Interest Home Repair Loan Program for the City of Detroit and for a $24 million community investment strategy in Peoria, IL that included mixed income infill development. During her tenure as Real Estate Manager at the Southwest Detroit Business Association, Sarah facilitated a national ULI Advisory Services Panel that created a vision to redevelop a former DPW Site and oversaw predevelopment activities.

Sarah is co-chair of the Programs Committee for the ULI Michigan District Council, a board member of 8 years at Central Detroit Christian CDC where she serves as the Chair of the Governance Committee, a former board member of the ProsperUs Lending Review Committee and a founding board member of the neighborhood crowd funding group, North End SOUP. Sarah earned a Master’s in Urban Planning from the University of Michigan in addition to a Certificate of Real Estate Development.
